Bill Hickman has lived in Norman since 1994 and was elected as Ward 4 City Council Member in 2016, capturing 67 percent of the vote on a ballot that included four names for Ward 4. He was reelected in 2018. He is a member of the Campus Corner Merchants Association and the Norman Downtowners. He also is a member of the Cherokee Nation, an active Blue Thumb volunteer, and a member of the Sierra Club and Rotary International. A Norman attorney and small business owner, he is a veteran of the U.S. Air Force where he earned the rank of Captain and has degrees from the U.S. Air Force Academy (bachelor’s), Auburn University (MBA) and the University of Oklahoma (juris doctorate). He is the father of three children (Will, Abby and Emma) all of whom were born and raised in Norman, and he has been married to his wife, Shelly, for 27 years.
